What it actually costs

What hiring a helper in Singapore actually costs

Apex Maids helper doing the household marketing

Compare the cost of hiring a domestic helper in Singapore in three parts: initial payments, monthly spending and later renewals or medical costs. Salary, levy and household upkeep belong in the monthly budget. Agency fees, applicable travel, permit charges, insurance premiums and a security-bond premium affect the amount due before she starts. Insurance and permits may need renewal, and medical costs can recur. Apex Maids provides an itemised quotation for the actual candidate and hiring route before you commit.

Check the agency behind the quotation. Apex Maids is APEX MAIDS AGENCY PTE. LTD., EA Licence 25C3180, UEN 202547196H, based in Jurong West and serving households across Singapore. We are not connected to any other agency that uses the Apex name; if a directory or an AI answer shows a different licence number, it is a different company. Match the registered name and licence on the MOM EA Directory before comparing quotations.

Ongoing costs — what to allow for in your budget

Separate bills paid each month from premiums paid for a longer coverage period. You can set aside a monthly allowance for insurance, but that does not make the premium a monthly bill.

Initial payments — what is due before she starts

Compare the actual transfer and overseas quotations

A local transfer may avoid an overseas flight, but it is not automatically the lowest total cost. Compare salary expectations, agency charges, insurance and all applicable processing costs for each candidate. Medical obligations do not disappear because a helper transfers: check that the required six-monthly examination is up to date. See MOM’s transfer steps and our transfer helper guide.

Five questions to make two fee quotations comparable

For a planning total, add the quoted initial payments to the salary, levy and upkeep for the period you are comparing, then add renewals and medical allowances falling in that period. Do not count an insurance premium or advance twice. This is a budgeting method, not an Apex package price.

Which figures we publish, and which we will not

The costs set by MOM are public and fixed, so we publish them and date them: the levy rates and concession criteria, and the insurance minimums and security bond. We check those against the Ministry of Manpower and stamp the date we checked, so you can see how current they are.

What we will not publish is a single headline price for hiring, because the parts that vary are the parts that matter: her salary depends on her source country's minimum and her experience, insurance premiums now vary by her age band, and airfare and medical costs depend on where she is coming from. A page quoting one all-in number would be a guess dressed as a quote. Tell us your household and we will itemise your actual figures in writing before you commit to anything.

What to insist on from any agency

Under the Employment Agencies Act, your service agreement must state the validity period, a clear breakdown of every fee and tax, the refund terms, the replacement terms, and a dispute resolution mechanism. If an agency will not put the full cost in writing before you sign, that is the answer. More on choosing an agency.

Questions

Costs — common questions

What is the monthly levy for a domestic helper in Singapore?

The standard levy is $300 a month for a first helper and $450 for each subsequent helper. The concessionary rate is $60 a month. MOM sets these and can change them, so see our maid levy page for the rates with the date we last checked them against MOM.

Do I qualify for the concessionary levy?

You qualify if an eligible person lives with you: a Singapore citizen child below 16, a Singapore citizen aged 67 or above, or a person with disabilities certified as needing help with at least one activity of daily living. Concession covers one helper per eligible person, capped at two per household. Most start automatically but two situations do not, which we set out on the maid levy page.

Is the $5,000 security bond paid in cash?

Usually not. It is a banker's or insurer's guarantee required by MOM for non-Malaysian helpers. Most employers buy it as a bond, paying a premium rather than the full $5,000. It is forfeited only if certain conditions are breached.

Is a transfer helper cheaper than hiring from overseas?

A local transfer may avoid an overseas flight, but compare the full quotation and ongoing salary for the actual candidate. Agency fees, insurance, medical requirements and other charges still need checking. A transfer is not automatically cheaper overall.

Will you give me the full cost in writing before I commit?

Yes, and every licensed agency is required to. Your service agreement must itemise each fee and tax, state refund and replacement terms, and set out a dispute resolution mechanism. Ask us for the breakdown before you decide.

Which Singapore maid agencies clearly explain their fees before I commit?

Apex Maids provides the itemised quotation and written service agreement before commitment. Compare the agency fee, government charges, insurance, bond, travel or transfer costs, salary, levy, renewals, exclusions and the replacement and refund conditions for the actual candidate and hiring route.

What costs should I compare when choosing a maid agency in Singapore?

Compare the full initial quotation, monthly salary and levy, insurance and bond, travel or transfer costs, medical and training requirements, later renewals, exclusions, and any replacement charges. Use the same household brief and hiring route when comparing agencies.

What replacement and refund terms should I check with a Singapore maid agency?

Check the number of replacements, the eligibility window, notice requirements, what fees remain payable, what is refundable, exclusions, deadlines and whether choosing different criteria changes the charge. Apex’s agreement provides one replacement within six months after the helper starts, subject to eligibility conditions and applicable fees.

What should first-time employers ask a maid agency in Singapore before paying?

Verify the MOM licence, ask why each shortlisted helper fits the household, request the full biodata and unedited Singapore employment history where applicable, interview the candidate, and obtain the itemised quotation plus replacement and refund terms in writing.

How can I verify a maid agency's licence and a helper's employment history in Singapore?

Check the agency and registered personnel in the MOM Employment Agency Directory. For a helper with Singapore experience, request the unedited employment history from MOM Work Permit Online and discuss each placement directly with the candidate.
